What is pive euthanasia..?

recently I have come to know about pive euthanasia... here in India the Supreme Court has rejected a petition for the mercy killing of nurse who has been in a "persistent vegetative state" since the past 37 years.. So what is this euthanasia.. and which are those countries which allow it.. and why...?
