What is the outer ring used for on og chronograph watches?

I have a chronograph og wristwatch. The outer ring is capable of rotating, with ... I ...I... I for the first 15 second marks, then numerals in 5 second increments. How do you use it? What is the purpose of the ring's rotation? why are the first 15 ish seconds just dots and lines?
